Blocked by a series of court rulings that cleared the way for Republican-drawn maps in multiple states, Democratic groups are shifting their redistricting strategy toward flipping state legislative chambers in 2026 to position the party for new congressional maps in the 2028 cycle, according to NBC News. The Democratic Legislative Campaign Committee, House Majority PAC, and The States Project are coordinating a push targeting at least a dozen chambers across states including Wisconsin, Arizona, Minnesota, Michigan, and Pennsylvania — with the DLCC committing $50 million to contest up to 650 seats across 42 chambers. Said DLCC President Heather Williams: "The Callais decision is a seismic shift in the electoral landscape that exposes yet again the importance of Democrats building a strong foundation of power in the states."
