Rep. Kevin Kiley (I-Calif.) filed a discharge petition to force a House floor vote on legislation prohibiting states from redrawing congressional maps more than once per decade, except following a census, according to Axios. Kiley left the Republican Party after California's new midcycle map pushed his district into more Democratic territory.
